DHS OIG Report: Results of January 2024 Unannounced Inspections of CBP Holding Facilities in the Del Rio Area

DHS OIG, Aug. 8, 2024

“In January 2024, we carried out onsite, unannounced inspections at 4 U.S. Customs and Border Safety (CBP) amenities within the Del Rio space, particularly three U.S. Border Patrol (Border Patrol) amenities and one Workplace of Discipline Operations (OFO) port of entry (POE). On the time of our onsite inspection, Border Patrol held 354 detainees in custody within the Eagle Cross Mushy-Sided Processing Facility, Eagle Cross South station, and Del Rio station. In all three amenities, we discovered Border Patrol held detainees longer than specified within the Nationwide Requirements on Transport, Escort, Detention, and Search, which usually limits detention to 72 hours. General, Border Patrol met different relevant requirements to offer or make obtainable facilities comparable to meals, water, and medical care to detainees. Nevertheless, we discovered temperatures under the minimal commonplace in a single Border Patrol holding facility, situations the place brokers didn’t at all times present clear sleeping mats to detainees, and inadequate medical staffing ranges. As well as, we discovered information integrity points with info in Border Patrol’s digital system of report, e3.”
